La presidencia del Consejo de Seguridad de las Naciones Unidas es responsable de dirigir dicho Consejo . Rota mensualmente entre los quince Estados miembros. El jefe de la delegación del país es conocido como el presidente del Consejo de Seguridad de las Naciones Unidas . La presidencia ha rotado cada mes desde su creación en 1946, [ 1 ] y el presidente se encarga de coordinar las acciones del Consejo, resolver controversias políticas y, en ocasiones, actúa como diplomático o intermediario entre grupos en conflicto.
Role

La presidencia deriva su responsabilidad del Reglamento Provisional del Consejo de Seguridad de las Naciones Unidas, así como de la práctica del Consejo. [ 2 ] La función del presidente incluye convocar las reuniones del Consejo de Seguridad, [ 3 ] aprobar el programa provisional (propuesto por el secretario general ), [ 4 ] presidir sus reuniones, [ 5 ] decidir cuestiones relativas a la política [ 6 ] y supervisar cualquier crisis. El presidente está autorizado a emitir declaraciones presidenciales [ 7 ] (sujetas al consenso de los miembros del Consejo) y notas, [ 8 ] que se utilizan para hacer declaraciones de intenciones que el pleno del Consejo de Seguridad puede luego considerar. [ 9 ] El presidente también es responsable de leer las declaraciones del Consejo de Seguridad a la prensa. El titular de la presidencia es considerado el «rostro» y portavoz del Consejo de Seguridad de la ONU . [ 10 ] El titular de la presidencia puede apelar a las partes en un conflicto para que «ejerzan moderación». [ 11 ]
El presidente representa al Consejo de Seguridad ante otros órganos de las Naciones Unidas y los Estados miembros. También invita a los miembros a intervenir, envía a los candidatos a miembros de las Naciones Unidas a un comité del Consejo de Seguridad y decide el orden de votación. [ 12 ] En particular, tras el fin de la Guerra Fría , el presidente ha trabajado para coordinar el Consejo de Seguridad con otros órganos. [ 13 ] El presidente tiene autoridad para pronunciarse sobre cuestiones de orden , que pueden someterse a votación si un miembro del Consejo las impugna. [ 11 ] También nombra a los miembros de los diversos órganos subsidiarios y, por lo general, es responsable de mantener el orden. [ 14 ] Desde noviembre de 2000, el presidente suele preparar documentos de antecedentes sobre el tema que se está debatiendo. [ 15 ]
El presidente también continúa representando a su estado. Si su nación está involucrada en un conflicto que el Consejo de Seguridad de la ONU está debatiendo, se espera que renuncie temporalmente. [ 14 ] Por el contrario, debido a que la presidencia rota mensualmente, todas las naciones del Consejo de Seguridad de la ONU pueden enfatizar por igual los temas que les son importantes. [ 16 ] La mayoría de los estados no permanentes ostentan la presidencia una o dos veces durante sus mandatos de dos años; Burkina Faso cambió su nombre de Alto Volta en agosto de 1984 durante su mandato y la ostentó tres veces. [ 17 ] El presidente suele distinguir entre cuando habla como presidente y como representante de su estado. [ 18 ]
Davidson Nicol , un académico, escribe que:
Si bien no debe exagerarse el papel del Presidente, la labor del Consejo, su reputación y la de las Naciones Unidas se ven muy afectadas por la calidad y el estilo de la persona que preside el órgano responsable de la paz y la seguridad internacionales. . . El Consejo de Seguridad es el eje de las Naciones Unidas en los esfuerzos por mantener y fortalecer la paz y la seguridad internacionales. La función principal de su Presidente debe ser guiarlo de manera eficaz y expedita hacia este noble objetivo. [ 19 ]
Identidad
El representante permanente (embajador) del Estado ante el Consejo de Seguridad suele ser el presidente del Consejo, [ 12 ] pero la presidencia se otorga técnicamente a un Estado y no a una persona. [ 16 ] Por ejemplo, en enero de 2000, mes en que Estados Unidos ostentó la presidencia del Consejo de Seguridad, [ 20 ] el vicepresidente estadounidense Al Gore encabezó la delegación de Estados Unidos ante las Naciones Unidas durante unos días. En consecuencia, Gore fue el presidente del Consejo de Seguridad durante ese período. [ 21 ] Los jefes de Estado se han reunido seis veces en el Consejo de Seguridad de la ONU. [ 22 ] Todos los miembros del Consejo, incluido el presidente, deben presentar credenciales expedidas por el jefe de Estado, el jefe de gobierno o el ministro de Asuntos Exteriores de sus respectivos Estados al secretario general , salvo que el representante sea también el jefe de gobierno o el ministro de Asuntos Exteriores. [ 23 ]
Rotación
La Carta de las Naciones Unidas menciona la presidencia una vez, [ 24 ] indicando que el Consejo de Seguridad está facultado para establecer reglas de procedimiento, "incluido el método de selección de su presidente" en el Artículo 30. [ 25 ] En su primera reunión, el 17 de enero de 1946, el Consejo de Seguridad de la ONU adoptó la regla provisional 18 y estableció que la presidencia rotaría mensualmente entre todos los miembros del Consejo de Seguridad, sin distinción entre miembros permanentes y no permanentes. La rotación se realiza en orden alfabético de los nombres oficiales de los Estados miembros en inglés. Originalmente se propuso el francés como fuente del orden, basándose en su predecesor, el Consejo de la Sociedad de Naciones , pero el Comité Ejecutivo de la Comisión Preparatoria de la ONU eligió el inglés, a pesar de las reservas de que tres miembros permanentes podrían servir en orden (la URSS, Estados Unidos y Reino Unido). [ 16 ] Australia se convirtió en la primera nación en ostentar la presidencia. [ 26 ] [ 27 ] [ 12 ] Dicha rotación hace que la presidencia sea única entre todos los órganos de las Naciones Unidas. [ 16 ] El presidente del Consejo de Seguridad de la ONU es el único jefe no electo de un órgano de las Naciones Unidas . [ 26 ] [ 28 ]
El presidente del Consejo de Seguridad puede abstenerse voluntariamente cuando el Consejo debate una cuestión directamente relacionada con su país. Por ejemplo, Cabo Verde ejerció como presidente en noviembre de 1993, pero se apartó temporalmente del cargo durante parte del día 10 de noviembre de 1993, mientras la Asamblea General de la ONU y el Consejo de Seguridad celebraban elecciones para la Corte Internacional de Justicia, en las que Cabo Verde se postulaba para un puesto. El siguiente miembro del Consejo de Seguridad en la línea de sucesión, China, asumió temporalmente la presidencia durante las elecciones. [ 29 ]
Cambios
Debido a que la primera reunión del Consejo de Seguridad de la ONU tuvo lugar un 17 de enero, los mandatos comenzaron inicialmente el día 17 de cada mes. Dado que en ese momento había once miembros en el Consejo de Seguridad, el último miembro en orden alfabético, Estados Unidos, debía finalizar su primer mandato el 16 de diciembre de 1946. Ese mismo mes, Australia sugirió extender el mandato hasta el 31 de diciembre de 1946 para que todas las rotaciones futuras de la presidencia se produjeran el primer día de cada mes ( Resolución 14 del Consejo de Seguridad de las Naciones Unidas ).
Como resultado, durante el primer año de funcionamiento del Consejo de Seguridad, los once miembros ejercieron como presidentes exactamente una vez; Estados Unidos se convirtió en el único miembro en ejercer un mandato superior a un mes, y en todos los años siguientes en que el Consejo de Seguridad contara con once miembros, uno de ellos ejercería el cargo dos veces, durante los meses de enero y diciembre.
El 1 de enero de 1966, el Consejo de Seguridad se amplió a quince miembros, y ningún miembro futuro ejercería como presidente más de una vez al año, salvo en circunstancias excepcionales.
Función
En 1981, Sydney D. Bailey , observador de las Naciones Unidas, dividió la historia del Consejo de Seguridad de la ONU en tres épocas: de 1946 a 1955, de 1956 a 1965 y de 1966 a 1981. En la primera, los presidentes solían actuar por iniciativa propia sin consultar al Consejo de Seguridad. Durante la segunda época, el Consejo de Seguridad se involucró menos en asuntos relacionados con la Guerra Fría, adoptando el lema «Déjenselo a Dag [Hammarskjöld] ». De 1966 a 1981, el presidente comenzó a debatir informalmente los asuntos antes de celebrar sesiones formales y, en general, se volvió más eficiente. [ 30 ]
Función temprana
En 1947 y 1948, el Consejo de Seguridad de la ONU participó en la independencia de Israel y en la subsiguiente guerra de Palestina de 1947-1949 . En julio de 1948, la República Socialista Soviética de Ucrania ostentaba la presidencia. El Consejo se reunió el 7 de julio, a petición de un mediador de las Naciones Unidas, para considerar si debía promover la paz. El Consejo de Seguridad había invitado previamente a representantes del Comité Superior Árabe y de la Agencia Judía de Palestina para debatir el tema. [ 31 ]
Dmitry Manuilsky , presidente en julio, se dirigió a la Agencia Judía como «el representante del Estado de Israel». Sin embargo, el Consejo de Seguridad de la ONU no había reconocido formalmente al Estado. Varios Estados miembros criticaron su acción, y solo Estados Unidos la apoyó. En respuesta, los representantes del Comité Superior Árabe abandonaron las discusiones y no regresaron, lo que dificultó la capacidad del Consejo de Seguridad para negociar el asunto. El historiador Istvan Pogany considera que «el presidente abusó deliberadamente de su cargo para promover los objetivos de su gobierno». [ 31 ]
En 1948, el presidente participó informalmente en varias gestiones diplomáticas, la primera en enero de ese año, cuando el presidente belga solicitó a India y Pakistán que «se abstuvieran de cualquier medida incompatible con la Carta y que pudiera agravar la situación». En abril, el presidente colombiano se reunió con representantes de la Agencia Judía y del Comité Superior Árabe para discutir posibles términos de paz. Más tarde ese año, el presidente argentino creó un «Comité Técnico sobre Moneda y Comercio de Berlín». [ 32 ] En agosto de 1950, Sydney D. Bailey escribió que el gobernante, la Unión Soviética, manipuló «el procedimiento del Consejo con fines partidistas durante los debates sobre Corea». [ 33 ]
El presidente también ha negociado formalmente en nombre del Consejo de Seguridad de la ONU en varias ocasiones. En febrero de 1957, a petición del Consejo, el entonces presidente Gunnar Jarring de Suecia elaboró un informe sobre las relaciones entre India y Pakistán . Consultó con ambas naciones y analizó diversas soluciones potenciales a sus desacuerdos, ninguna de las cuales fue aceptada. Este tipo de acciones generalmente no se han solicitado desde la década de 1970. El presidente también gestionará negociaciones menos formales a petición del Consejo. [ 32 ]
Función posterior

En una reunión celebrada el 31 de marzo de 1976 para debatir la agresión sudafricana contra Angola , la sesión se prolongó hasta pasada la medianoche, siendo técnicamente el 1 de abril. Thomas S. Boya , representante de Benín y presidente durante el mes de marzo, ofreció ceder la presidencia a China. Si bien la reunión se levantó antes de que se tomara una decisión, se estableció como práctica habitual que el presidente renunciara al finalizar el mes. Un caso similar, el 31 de mayo de 2010, resultó en que Nawaf Salam, del Líbano, cediera la presidencia a Claude Heller, de México. [ 28 ]
En septiembre de 1994, durante el genocidio de Ruanda , Ruanda debía ostentar la presidencia, pero no había estado presente en las reuniones del Consejo de Seguridad desde el 14 de julio. El 25 de agosto, el Consejo decidió permitir que España ocupara el cargo durante septiembre. Una delegación ruandesa volvió a estar presente el 16 de septiembre, y se decidió que la nación ostentaría la presidencia en diciembre. [ 17 ] La presidencia ha sido cedida varias veces: Estados Unidos la cedió en 1948, China en 1950, India en 1951, Líbano en 1956 y el Reino Unido en 1968. El 10 de noviembre de 1993, el representante de Cabo Verde , José Luis Jesús , cedió la presidencia a China, ya que era candidato a la Corte Internacional de Justicia ; y el 15 de diciembre de 1994, el representante de Ruanda la cedió a Argentina. Tanto Estados Unidos como la Unión Soviética rechazaron las solicitudes de ceder la presidencia, Estados Unidos durante la Guerra Fría y la URSS durante la Crisis del Congo . [ 34 ] [ 35 ]
Taieb Slim , el presidente tunecino en septiembre de 1980, pidió a Irán e Irak que «cesaran toda actividad armada y todo acto que pudiera empeorar la peligrosa situación y que resolvieran su disputa por medios pacíficos». [ 11 ] La presidencia fue reformada en una nota de 2010 que revisó su función, centrándose principalmente en aumentar la transparencia. Los esfuerzos para dicha reforma habían comenzado en la década de 1990. [ 36 ] Ha habido otros esfuerzos para reformar el cargo, como permitir que los mandatos se prorroguen en tiempos de guerra. [ 37 ]
Numerosas personas han ocupado el cargo de presidente en múltiples ocasiones. El que más veces lo ha ostentado es TF Tsiang , representante de la República de China, con dieciséis mandatos; el segundo que más veces lo ha ocupado es Yakov Malik , representante de la URSS, con diez. [ 38 ]

Circunstancias inusuales
En 1961, la República Árabe Unida (entonces una unión de Egipto y Siria ) fue elegida miembro del Consejo de Seguridad. Siria se separó de la unión mientras aún formaba parte del Consejo de Seguridad, pero el nombre oficial de Egipto siguió siendo República Árabe Unida y no se vio afectado.
En agosto de 1984, Alto Volta cambió su nombre a Burkina Faso mientras ostentaba la presidencia del Consejo de Seguridad. El resto de su mandato transcurrió sin cambios y, en septiembre de 1984, la presidencia pasó a Zimbabue. Posteriormente, Burkina Faso ocupó el primer lugar en orden alfabético inglés y volvió a presidir el Consejo de Seguridad por segunda vez ese mismo año, en octubre de 1984.
En marzo de 1990, Yemen del Sur (oficialmente la República Democrática Popular de Yemen, bajo la denominación D) presidió el Consejo de Seguridad. La unificación de Yemen con Yemen del Norte tuvo lugar en mayo de 1990, y ambos Yemen fueron considerados estados sucesores bajo el nombre de Yemen. Tras la finalización del mandato de Estados Unidos en noviembre de 1990, Yemen volvió a presidir el Consejo de Seguridad ese mismo año, en diciembre.
En diciembre de 1991, la Unión de Repúblicas Socialistas Soviéticas fue reemplazada por la Federación Rusa mientras ostentaba la presidencia del Consejo de Seguridad. Casualmente, el orden alfabético no se vio afectado, siendo Rumania y el Reino Unido los miembros que lo rodeaban .
Ruanda fue elegida miembro del Consejo de Seguridad en 1994 y debía asumir la presidencia en septiembre de ese mismo año; sin embargo, su gobierno fue derrocado en julio de 1994 y el gobierno sucesor no designó un representante ante las Naciones Unidas en agosto de 1994. En consecuencia, su mandato se omitió temporalmente y España (que debía asumir la presidencia en octubre) lo hizo en septiembre. Ruanda cumpliría su mandato al final de esa rotación alfabética.
