Organización Europea de Entidades Fiscalizadoras Superiores

La Organización Europea de Entidades Fiscalizadoras Superiores ( EUROSAI ) es una organización intergubernamental europea cuyos miembros son las entidades fiscalizadoras superiores de sus respectivos países. ^{[ 1 ]} Es uno de los siete grupos de trabajo regionales de la Organización Internacional de Entidades Fiscalizadoras Superiores (INTOSAI).

EUROSAI está compuesta por 50 miembros, entre los que se incluyen las Entidades Fiscalizadoras Superiores de 49 países y el Tribunal de Cuentas Europeo .

Su organización matriz, INTOSAI, está compuesta por 191 miembros de pleno derecho: las Entidades Fiscalizadoras Superiores (EFS) de 190 países y el Tribunal de Cuentas Europeo (y 4 miembros asociados), y figura como organización de apoyo de las Naciones Unidas . ^{[ 2 ]}

EUROSAI se creó en 1990 con 30 miembros (las EAI de 29 Estados europeos y el Tribunal de Cuentas Europeo). Ahora cuenta con 50 EAI (las EAI de 49 Estados europeos ^{[ 3 ] [ 4 ] [ 5 ] [ 6 ]} y el Tribunal de Cuentas Europeo ^{[ 7 ]} ).

Aunque EUROSAI es el más joven de los siete Grupos de Trabajo Regionales de INTOSAI ^{[ 8 ]} , la idea de una organización europea de EAU se remonta a la fundación de INTOSAI en 1953. Los primeros pasos activos hacia el establecimiento de EUROSAI se dieron en 1974 durante el VIII Congreso de INTOSAI en Madrid (1974). Entre 1975 y 1989, las EAU de Italia y España, contando con el Comité de Contacto de Jefes de EAU de los países de la Comunidad Económica Europea , allanaron el camino para EUROSAI al preparar los borradores iniciales de sus Estatutos. En junio de 1989, el XIII Congreso de INTOSAI, celebrado en Berlín, adoptó la «Declaración de Berlín», que comprendía el acuerdo para la creación de la organización europea de EAU.

In November 1990, the Constitutive Conference and the first Congress of EUROSAI were held in Madrid (Spain). During this event, the first EUROSAI President and Governing Board were elected, the Statutes were debated and approved, and the headquarters and permanent Secretariat were established.

Matanyahu Englman, the State Comptroller and Ombudsman of the State of Israel, was vice-president of the organization and became president in 2024.^[9]

The objectives of the organisation, defined in Article 1 of its Statutes, are to promote professional cooperation among SAI members and other organizations,^[10] to encourage the exchange of information and documentation, to advance the study of public sector audit, to stimulate the creation of university professorships in this subject and to work towards the harmonisation of terminology in the field of public sector audit.

EUROSAI undertakes its activity through three bodies, i.e. the Congress, the Governing Board and the Secretariat.

According to the organisation’s Statutes, the EUROSAI Congress is the supreme authority of the organisation and consists of all its members. It is convened every three years. Up to now, the following congresses have taken place:^[11]

According to the Statutes, the EUROSAI Governing Board is composed of eight members: four full-fledged members (Heads of the SAIs that hosted the last two ordinary sessions of Congress, Head of the SAI to hold the next regular session of Congress, and Secretary General of EUROSAI), and four members elected by the Congress for a period of six years (two members renewable every three years). The Heads of SAIs that are part of the INTOSAI Governing Board and are EUROSAI members also participate in the Governing Board, as observers.

The Secretariat is held permanently by the SAI of Spain (Court of Auditors, Spanish: Tribunal de Cuentas),^[18] which is also the EUROSAI headquarters.
