La política exterior de Dinamarca se basa en su identidad como estado soberano en Europa, el Ártico y el Atlántico Norte. Como tal, su principal enfoque en política exterior se centra en sus relaciones con otras naciones como estado soberano que comprende los tres países constituyentes : Dinamarca , Groenlandia y las Islas Feroe . Dinamarca ha mantenido durante mucho tiempo buenas relaciones con otras naciones. Ha participado en la coordinación de la asistencia occidental a los estados bálticos ( Estonia , [1] Letonia y Lituania ). [2]

El país es un firme defensor de las operaciones internacionales de mantenimiento de la paz . Las fuerzas danesas participaron activamente en la ex Yugoslavia en la Fuerza de Protección de las Naciones Unidas ( UNPROFOR ) , con la IFOR [3] y ahora con la SFOR [4] . Dinamarca también apoyó firmemente las operaciones estadounidenses en Afganistán y ha contribuido tanto monetaria como materialmente a la ISAF [5] . Estas iniciativas son parte de la "política exterior activa" de Dinamarca.

En lugar de la tradicional política exterior adaptativa de la unidad del Reino , el Reino de Dinamarca aplica hoy una política exterior activa, en la que se defienden activamente los derechos humanos , la democracia y otros valores cruciales. En los últimos años, se ha garantizado a Groenlandia y a las Islas Feroe la posibilidad de opinar sobre cuestiones de política exterior, como la pesca , la caza de ballenas y las cuestiones geopolíticas.

Después de la Segunda Guerra Mundial , Dinamarca puso fin a su política de neutralidad que duró doscientos años. Dinamarca ha sido miembro de la OTAN desde su fundación en 1949, y la membresía en la OTAN sigue siendo muy popular. [6] Hubo varias confrontaciones serias entre los EE. UU. y Dinamarca sobre política de seguridad en la llamada "era de las notas a pie de página" (1982-88), cuando una mayoría parlamentaria alternativa obligó al gobierno a adoptar posiciones nacionales específicas sobre cuestiones nucleares y de control de armamentos.

La mayoría alternativa en estas cuestiones se debió a que el Partido Socialliberal ( Radikale Venstre ) apoyó a la mayoría gobernante en cuestiones de política económica, pero estaba en contra de ciertas políticas de la OTAN y votó con la izquierda en estas cuestiones. El gobierno de centroderecha liderado por los conservadores aceptó esta variedad de "parlamentarismo minoritario", es decir, sin plantear la cuestión de la supervivencia parlamentaria del gobierno. [6] Con el fin de la Guerra Fría , Dinamarca ha apoyado los objetivos políticos de Estados Unidos en la Alianza.

Los daneses tienen fama de europeos "reticentes". Cuando rechazaron la ratificación del Tratado de Maastricht el 2 de junio de 1992, dejaron en suspenso los planes de la CE para la Unión Europea. [7] En diciembre de 1992, el resto de la CE acordó eximir a Dinamarca de ciertos aspectos de la Unión Europea , incluida una política común de seguridad y defensa, una moneda común, la ciudadanía de la UE y ciertos aspectos de la cooperación jurídica. El Tratado de Amsterdam fue aprobado en el referéndum del 28 de mayo de 1998.

En otoño de 2000, los ciudadanos daneses rechazaron en referéndum su adhesión al grupo monetario del euro . El Tratado de Lisboa fue ratificado únicamente por el Parlamento danés. [8] No se consideró que se tratara de una renuncia a la soberanía nacional, lo que habría implicado la celebración de un referéndum de conformidad con el artículo 20 de la Constitución. [9]

Historia

En 1807 Dinamarca era neutral, pero Gran Bretaña bombardeó Copenhague y se apoderó de la Armada danesa, por lo que Dinamarca se convirtió en aliada de Napoleón. Después de que Napoleón fuera derrotado profundamente en Rusia en 1812, los aliados ofrecieron repetidamente al rey Federico VI una propuesta para cambiar de bando y romper con Napoleón. El rey se negó. Por lo tanto, en la paz de Kiel en 1814, Dinamarca se vio obligada a ceder Noruega a Suecia. Dinamarca se convirtió así en uno de los principales perdedores de las guerras napoleónicas . La historiografía danesa retrató al rey Federico VI como obstinado e incompetente, y motivado por una lealtad ciega a Napoleón. Un enfoque historiográfico danés más reciente enfatiza que el estado danés era multiterritorial e incluía el semi-separado Reino de Noruega. Dependía de las importaciones de granos controladas por Napoleón para su alimentación y estaba preocupado por las ambiciones suecas. Desde la perspectiva del rey, estos factores exigían una alianza con Napoleón. Además, el rey esperaba que la guerra terminara en una conferencia internacional negociada, con Napoleón desempeñando un papel poderoso que incluía salvar a Noruega para Dinamarca. [10] [11]

1900–1945

El gobierno danés respondió a la Primera Guerra Mundial declarando su neutralidad entre 1914 y 1918. Mantuvo esa condición hasta 1945 y, en consecuencia, ajustó el comercio, el humanitarismo, la diplomacia y las actitudes. 1990–

Desde el final de la Guerra Fría, Dinamarca ha mostrado un mayor apoyo a la política exterior estadounidense. Dinamarca apoyó la invasión estadounidense de Irak en 2003 y contribuyó con activos a la invasión. [13] [14] Dinamarca también participó en la guerra de Afganistán. [13] Dinamarca aumentó su participación en operaciones militares y de mantenimiento de la paz en comparación con el período anterior a la Guerra Fría. [13] Mientras que Dinamarca solo participó en 13 operaciones militares entre 1945 y 1989, Dinamarca participó en 76 operaciones militares entre 1990 y 2018. [13]
