Pontifical Council for Promoting the New Evangelization

The Pontifical Council for Promoting the New Evangelization (Latin: Pontificium Consilium de Nova Evangelizatione),^[1] also translated as Pontifical Council for Promoting New Evangelization,^[2] was a pontifical council of the Roman Curia whose creation was announced by Pope Benedict XVI at vespers on 28 June 2010, eve of the Solemnity of Saints Peter and Paul, to carry out the New Evangelization. On 5 June 2022, the department was merged into the Dicastery for Evangelization.

The Pope said that "the process of secularization has produced a serious crisis of the sense of the Christian faith and role of the Church", and the new pontifical council would "promote a renewed evangelization" in countries where the Church has long existed "but which are living a progressive secularization of society and a sort of 'eclipse of the sense of God'."

On 30 June 2010, Pope Benedict XVI appointed as its first President Archbishop Salvatore Fisichella, until then President of the Pontifical Academy for Life.^[3] On 13 May 2011, Pope Benedict XVI named Archbishop Jose Octavio Ruiz Arenas as the first Secretary of the Pontifical Council. Archbishop Ruiz Arenas had been serving as the Vice President of the Pontifical Commission for Latin America and had served as the Archbishop of the Roman Catholic Archdiocese of Villavicencio in Villavicencio, Colombia. The 66-year-old prelate is a native of Colombia. That same day, Monsignor Graham Bell, formerly the Secretary Coordinator of the Pontifical Academy for Life, was named the Undersecretary of the Pontifical Council.

On Friday, 25 January 2013, Pope Benedict XVI, in an Apostolic Letter issued Motu Proprio (on his own initiative), transferred the oversight of catechesis from the Congregation for the Clergy to the Pontifical Council for the Promotion of the New Evangelization (catechesis is the use of catechists, clergy, and other individuals to teach and inform those in the Church, those interested in the Church, and catechumens- those joining the Church through Baptism and/or Confirmation- about the faith and its structure and tenets).^[4]

La idea de un Concilio para la Nueva Evangelización fue propuesta por primera vez por el padre Luigi Giussani, fundador del movimiento Comunión y Liberación , a principios de la década de 1980. El papa Juan Pablo II enfatizó el llamado universal a la santidad e instó a los católicos a participar en la Nueva Evangelización. Más recientemente, el cardenal Angelo Scola de Venecia presentó la idea a Benedicto XVI. ^{[ 5 ]}

El término "nueva evangelización" fue popularizado por el Papa Juan Pablo II en referencia a los esfuerzos por reavivar la fe en partes del mundo tradicionalmente cristianas, particularmente en Europa, que fueron "evangelizadas" o convertidas al cristianismo muchos siglos antes, pero que luego necesitaban una "nueva evangelización".

El Papa Benedicto XVI estableció el concilio con el Art. 1 §1 del motu proprio Ubicumque et semper , dado desde Castel Gandolfo el 21 de septiembre de 2010 ^{[ 6 ]} y publicado en L'Osservatore Romano ^{[ 6 ]} el 12 de octubre de 2010.

El inicio del documento forma parte de la frase: «La Iglesia tiene el deber, en todas partes y en todo tiempo, de proclamar el Evangelio de Jesucristo». El Papa Benedicto XVI citó al Papa Pablo VI, quien afirmó que la labor de evangelización «resulta cada vez más necesaria debido a las frecuentes situaciones de descristianización de nuestros días, para multitudes de personas que han sido bautizadas pero que viven completamente al margen de la vida cristiana, para personas sencillas que tienen cierta fe, pero conocen mal los fundamentos, para intelectuales que sienten la necesidad de conocer a Jesucristo bajo una luz distinta a la que recibieron de niños, y para muchos otros». ^{[ 7 ]}

El documento enumera las tareas específicas del Consejo, entre las que se incluyen:

• profundizar en el significado teológico y pastoral de la nueva evangelización;
• promover y alentar, en estrecha colaboración con las Conferencias Episcopales interesadas, que puedan tener un organismo ad hoc, el estudio, la difusión y la aplicación del magisterio papal en asuntos relacionados con la nueva evangelización;
• sensibilizar y apoyar las actividades relacionadas con la nueva evangelización que se están aplicando en diversas Iglesias particulares y promover la realización de nuevas prácticas, involucrando activamente los recursos de los Institutos de Vida Consagrada y las Sociedades de Vida Apostólica, así como en las asociaciones de los fieles y la nueva comunidad;
• estudiar y promover el uso de las formas modernas de comunicación como herramientas para la nueva evangelización;
• promote the use of the Catechism of the Catholic Church as an essential and comprehensive formulation of the content of faith to the people of our time.

Presenting the new Council to the press, Archbishop Fisichella said: "The Gospel is not a myth, but the living witness of an historical event that changed the face of history." He added: "The new evangelization first and foremost makes known the historical person of Jesus, and his teachings as they have been faithfully transmitted by the original community, teachings that find in the Gospels and in the writings of the New Testament their normative expression."^[8]
